You hold the mark, not us

This is the structural fact that decides how an AU/NZ project is organised.

Only a responsible supplier may apply the RCM, and that status requires a registered business presence in Australia or New Zealand. That supplier registers in the national database, holds the compliance evidence, and takes legal responsibility for the product.

A Chinese manufacturer cannot be that entity. Any supplier offering to sell you “RCM certification” as a transferable document is describing something the scheme does not provide. Our role is to supply the evidence that lets you, or your local distributor, meet the obligation.

If you have no local entity, the practical routes are appointing a distributor willing to act as responsible supplier, or establishing one. Both take time and should be resolved before the first shipment, not after it lands.

One mark, two regulators

Behind the single RCM logo sit two streams that a battery pack can touch independently.

Electrical safety is administered through the Electrical Equipment Safety System, with state and territory regulators. Equipment is classified by risk level, and the evidence required scales accordingly — lower-risk equipment supported by a declaration and test report, higher-risk equipment requiring a certificate of conformity from a recognised body before sale.

EMC and radiocommunications fall under the ACMA. A pack with active electronics attracts EMC obligations; one with a wireless BMS attracts radiocommunications obligations as well, paralleling the FCC position in the US.

For the pack itself, an IEC 62133-2 report is widely accepted as the safety basis, which is why an existing report makes an AU/NZ launch considerably cheaper than starting from nothing.

Do not forget the charger

The mains charger is a separate product in the same shipment, running at mains voltage, and it generally attracts higher-level requirements than the pack.

Buyers ask about the battery and overlook the charger with some regularity. It has its own evidence requirements and its own place in the registration.

Australia and New Zealand are not identical

The RCM is recognised across both, and much of the framework is shared, but registration and regulator arrangements differ. Confirm the position for each country you actually sell into rather than assuming the mark alone settles it.

Safety and EMC test reports plus the technical construction file are available to support your responsible supplier’s registration — raise the market at enquiry, since where an existing IEC 62133-2 report already covers the pack the incremental work is modest, and where it does not, testing has a lead time.
